Summer EBT in 2025: Findings from State Agencies

The Summer EBT program (also known as SUN Bucks) provides grocery benefits to eligible families when school is out. This report describes how state agencies implemented the program in 2025, drawing on a survey of 18 state agencies and program data from all 37 participating states. It covers program reach, certification and approval, benefit issuance, redemption, outreach and communications, and technology, and offers recommendations for state agencies to strengthen the program in future years.
