Pandemic-EBT Recommendations for Developing State Implementation Plans

This resource provides potential solutions or recommendations to address some of the challenges states are facing in developing their P-EBT plans, especially how to identify and issue benefits to children that are not participating in SNAP.  The resource also includes additional recommendations that states can consider in developing their P-EBT plans to help ensure effectiveness in P-EBT implementation and maximize the participation of children in the program.
