Changes to SNAP in H.R.1 & Implementation Timeline
This one-pager provides a high-level overview of the provisions of the budget reconciliation bill H.R. 1, passed July 4, 2025, that impact the Supplemental Nutrition Assistance Program (SNAP). H.R. 1 made the biggest cut to SNAP in the program's history: it is projected to axe almost $200 billion over 10 years. It does this in large part by shifting unprecedented costs to states.
This resource also provides a timeline detailing the effective date of various provisions as well as other relevant dates, like when official SNAP payment error rates are expected to be released.
It is important to note that while many provisions of H.R.1 were considered effective immediately, each state will roll out changes on a slightly different timeline based on when the state is able to update systems and train staff.
